We have discontinued our little-used Jobs section but local opportunities may be publicised in the News section.  If you have difficulty in finding a job during the current recession, remember that voluntary work can be very rewarding and will strengthen your CV.  A number of our member organisations offer volunteering opportunities; GAVO in particular may be able to help find you a position.  GreenWeb itself is seeking volunteers who can help the association to develop and to be less reliant on public funding or who can help with the management of the website.

Development in National Park Rejected

A proposal to build 200 homes and other developments at Cwrt-y-Gollen near Glangrwyney, Crickhowell, has finally been rejected on appeal.

First Carbon Code Woodland

A new woodland at Cwm Fagor, near Devauden, is being created by Thorlux Lighting to minimise the environmental impact of its factory.  Under the new Woodland Carbon Code companies are able to measure how much carbon dioxide the are capturing by new planting.  Companies can also use the Code label of approval as a selling point to customers.

The latest issue of the joint Gwent-Glamorgan Recorders' Newsletter is available to view on the SEWBReC website (www.sewbrec.org.uk).  It includes articles by Stephanie Tyler on plant losses at Penallt, by Alice Rees on the Gwent Orchards Project and by Colin Titcombe on seals in or estuaries.

Meeting About Walking at Abergavenny

As Abergavenny is an excellent destination for walkers, a meeting to discuss whether Abergavenny should apply for more formal recognition as a walking destination has been arranged by Adventa for Monday, 14 November 2011 at 6.30 pm at The Methodist Church, Castle Street, Abergavenny.  The Walkers are Welcome national accreditation scheme will be discussed at the meeting and whether Abergavenny is a suitable candidate for the scheme and whether the benefits make accreditation an attractive proposition.

FiTs - You May Need to Move Quickly

The Government is proposing to drastically reduce domestic solar PV Feed in Tariffs on all installations from 12 December 2011.  For their press release click here.  The Government's justification is to keep the budget under control and reflect plummeting costs.  All properties will also have to reach a certain energy efficiency standard.

MCC Countryside is Moving

Brecon Beacons Local Development Plan

The Brecon Beacons National Park Authority, having considered issues raised during consultation, is proposing a considerable number of 'focused changes' to its Deposit Plan - see www.breconbeacons.org for details.  You have until Wednesday, 7 December 2011 to comment on these.  Comments on these changes will be considered by the Inspector during the Public Examination, probably in February 2012.

Good News for Merthyr but ...?

Prosiect Gwyrdd (see 18/23 Aug) has lost one of its three contenders - Covanta have dropped their plans for an 'energy from waste' incinerator at Merthyr.  Campaigners against similar projects at Cardiff and Newport are encouraged that public opposition to this way of dealing with residual waste may be successful, but it also narrows the field.

Review of Planning in Wales

The Welsh Government has set up an advisory group to review how planning in Wales should be delivered in the future.  It will report in June 2012, followed by a White Paper in 2013, and a Bill will be introduced in 2014.  A presumption in favour of sustainable development seems likely but whether Wales will follow any other changes to be introduced in England remains to be seen.

Climate Change Lectures

A lecture entitled 'Our Changing Climate: Understanding Complex Science and Contentious Policy' to be held on Tuesday, 25 October 2011 at 6.30pm in the Wallace Lecture Theatre, Main Building, Cardiff University. Rights of Way Consultation Extended

Reporting on Preparing for Climate Change

Here is a link to information issued recently by the Welsh Government concerning the expectations placed upon some public bodies ('reporting authorities') under the Climate Change Act.  Unlike in England, the Welsh Government are defining local authorities as reporting authorities.  Following consultation and the evaluation report of the Changing Climate Changing Places pilot project (available here) Welsh Government have amended their approach to one of allowing a more developmental approach rather than just requiring the production of an adaptation plan.  Therefore what are currently available are the first two elements of the guidance: 

Part 1 starts by setting out what we mean by ‘preparing for a changing climate’, and showing why it’s important and worthwhile; Part 2 involves refining your climate change impacts identified in Part 1, and identifying levels of sensitivity and adaptive capacity; Part 3 will deal with Planning, Part 4 with Implementing and Part 5 with Monitoring and Reviewing.

The County Council's Economy and Development Select Committee on 11 October 2011 received the report of a Task and Finish Group on Integrating Transport.  The Group had received evidence from a number of community groups as well as council officers.

Monmouthshire Countryside Newsletter

We have received the latest MCC newsletter which reports on the celebrations for the 40th anniversary of the Offa’s Dyke Path National Trail and the official opening of a stretch of the Wales Coast Path from Chepstow to Black Rock, and their featured walk this time is one of the new ‘Tread and Trot’ routes that have come out of the Tourism Trails project.

Single Environment Body

The Welsh Government is reviewing the way it manages the natural environment through our Natural Environment Framework.  As part of this they’re looking at the main environmental organisations in Wales – the Environment Agency Wales, Countryside Council for Wales and the Forestry Commission Wales. Early in 2011 Ministers took the decision to look in detail at creating a single body. A business case is being developed that is looking at the form and function of a new body, and also risks and benefits.  If the business case is agreed by Ministers towards the end of the year it will be followed by a consultation where we will welcome comments.  All the information about the work done so far and the timeline for the programme can be found on our website www.wales.gov.uk/seb.

LDP on Deposit

Monmouthshire's proposed new Local Development Plan (LDP), together with other reports, goes 'on deposit' on 7 October 2011You have until 18 November 2011 to make representations, which include objections.  The documents may be inspected at MCC offices and libraries or at www.monmouthshire.gov.uk/planningpolicy.  A form for making representations will be similarly available; they will be considered by an independent inspector.

Old Station a Winner

The Old Station in Tintern has been voted the UK’s favourite park in the annual People’s Choice Award public poll.  All Green Flag Award-winning parks and green spaces were entered into the annual poll, which saw thousands of people voting for their favourite green space.  Topping the list with over 2,400 votes was The Old Station, Tintern.    As one voter put it: “Tintern Old Station is a fantastic site in the heart of the stunning Wye Valley. A great place for families, lots of interesting local information on site and excellent views of the countryside.”

Register Your Septic Tank

The Environment Agency has confirmed that, in contrast to England, the Welsh Government has instructed that householders not connected to public sewers should register their septic tanks by 1 January 2012.  This is a simple process, free of charge for almost all households, that may be done on line at www.environment-agency.gov.uk/homeandleisure/132391.aspx.  The Agency has said that enforcement action would not be considered before July 2012.

MP Questions Climate Change Policy

Monmouthshire MP David Davies has questioned whether Government policies to tackle climate change put Wales at an economic disadvantage.  Seemingly ignoring global evidence of change, he believes UK figures show little or no warming here and therefore doubts the claimed effects of CO2 emissions.  He claims our emission reduction targets are responsible for high electricity costs which drive manufacturing to places like China where requirements are less.  Our climate may well be changing less than other parts of the world, but our emissions are contributing to the global rise in temperature.  However, is our manufacturing merely shifting its emissions to places where controls are less? (Ed)

Emissions Fall

It is reported today that Wales's carbon emissions dropped 15% between 2005 and 2009 (see 21 Aug below).  Industrial and commercial emissions fell by 18.4%, compared with 11.8% for domestic emissions and 6% for transport, suggesting that the recession may have contributed more than efficiency improvements. However, it is also likely that the former encourages the latter.  Emissions in Newport fell by 26%, one of the highest in the UK.

The new single use carrier bags charge legislation comes into force in Wales on 1 October 2011. Getting Transport Improvement

MySociety has launched a website specifically for users of public transport in the whole of the UK. The site aims to help people get common public transport problems resolved such as buses not turning up or problems with access to train platforms.  For an innovative approach to how social media are helping people to campaign for change, have a look at the Fix My Transport website. This site helps people to improve public transport by providing the tools to report problems to the correct operator or authority. All reports and responses are posted online so that other people can support, respond and give advice. This is a great example of what is possible using an interactive, new media approach.

Help for Communities

The Institute for Public Policy Research has published 'Green Streets, Strong Communities‘ bringing new evidence to light about what communities can do for emission reductions and what emission reductions can do for communities.

The Environment Council (TEC), the UK’s leading charity on stakeholder engagement for the environment, has launched a Community Engagement helpline.  TEC’s Community Engagement helpline is a web based tool that allows people to receive advice from stakeholder engagement experts. This could range from communities wishing to be more actively involved in the siting of wind farms to advice on how to influence sustainable transport. Energising Communities Investment Programme

Carbon Capture Cymru (C3) is a practical community focused carbon saving programme for Wales. C3 is developing an ‘Energising Communities Investment Programme,’ to help community organisations in Wales generate an additional income through community energy.  C3 is looking to work with voluntary sector partners to identify community energy schemes and to make investments on behalf of voluntary sector support organisations into a Wales wide investment portfolio, providing a suggested potential dividend of between 3-5%.  At this stage, the programme is seeking expressions of interest in securing an initial £3 million in loans (‘loanstock’) from voluntary sector organisations and charitable foundations. This will enable the establishment of the revolving loan fund that will invest in a wide portfolio of community energy projects. When the loans are re-paid the remaining income will go back into re-financing the programme.

Assembly Half Way There

The National Assembly for Wales is almost halfway towards its target of cutting its own carbon emissions by 40% by 2015, new figures show. The target is part of a wider ambition to make the assembly a sustainable workplace. Carbon emissions fell by 19% in the year 2010 to 2011 compared to the previous 12 months.

SNIC Fights Incinerator

A group has been formed to oppose Veolia's plans for an energy from waste plant at Llanwern (see 18 Aug) - Stop Newport Incinerator Campaign.  SNIC can be contacted via pippa@pippa-bartolotti.co.ukThey plan to hold meetings in Newport and Magor soon but are keen to engage with Monmouthshire residents, especially in Caldicot, who may be concerned about the project.

Welsh Emissions Target Unachievable?

A recent Western Mail article has questioned whether the Welsh Government's target of a 40% reduction in greenhouse gas emissions by 2020, or 3% pa from 2011, is achievable.  Results for 2008 show a minimal 2.6% reduction on 1990 levels, compared with a UK figure of 10.1%.  UK targets are 20% reduction by 2010, 50% by 2025.  Coal-fired electricity generation and steel-making in Wales accounted for much of the poor performance, both exporting much of their product beyond Wales and suggesting a need for statistical caution and adjustment.

Energy from Waste Plant Proposed

Veolia Environmental Services are proposing to build an energy from waste plant at Llanwern steelworks just east of Newport.  Heat, made by burning household waste that they say cannot be recycled, would be provided to local industry, while the electricity would be fed into the national grid.  Bulletin Board readers will know that a consortium of local authorities in south east Wales – Caerphilly. Cardiff, Monmouthshire, Newport and the Vale of Glamorgan – has been formed (Prosiect Gwyrdd) to identify a long-term, practical and sustainable solution for residual household waste other than sending it to landfill.  They will also know of opposition to this form of incineration.  Veolia is one of three companies currently bidding for the opportunity to work with Prosiect Gwyrdd to manage the region’s residual household waste.  The Veolia facility at Llanwern is designed to process approximately 260,000 tonnes of such waste each year, approximately the same as the present amount of the region's residual waste sent to landfill, but much more than regional targets.  Veolia has launched a website www.veolia-southwales.co.uk which will be updated with further information, and where it is possible to sign up for email alerts, as well as completing a feedback form.

Supporting Communities to Grow

A new programme to help people set up and manage growing schemes in the heart of their community has been launched across Wales by the Federation of City Farms and Community Gardens (FCFCG).  Called Tyfu Pobl (Growing People), is funded through the Rural Development Plan for Wales 2007-2013, which is itself funded by the Welsh Government and the European Union. Training will be delivered around 4 main areas; sustainability, social inclusion, the setting up of a community growing project and the creation of community growing spaces for land owners.  Contact Katie Jones or Emma Williams.

Meanwhile a garden sharing scheme is being promoted in the Abergavenny area.  Anyone who would like to lease their unmanageable garden to a produce grower should contact Cath Barton (01873 851299) in the first instance.

Watch Out for Plague

RSPB is asking members of the public to report sightings of garden birds infected by the avian pox virus, particularly great tits.  The virus causes wart-like lesions, which can be abnormally large on great tits.  Feeding stations should be regularly disinfected and bird baths cleaned daily - stop feeding if a number of sick birds congregate.  Report to 01767 693 690 or via http://bit.ly/oyQC9N.

WCVA is inviting nominations for the Third Sector Awards Cymru, supported by Class Telecommunications, which promote and celebrate the work of the third sector across Wales, work that continues to be dedicated and inspirational even in these difficult times.  There are four categories in which you can nominate:

The Class award for best communication – for organisations with an effective or innovative way of communicating its message.
The Green award – for groups with unique, innovative ways of reducing their carbon footprint.
The Health, social care and wellbeing award – for organisations that have helped people be healthier and happier in their community.
Most admired organisation – quite simply, for the group you most admire.
Nominations are now open – cast your vote today.  Nominations must be received by 25 November 2011.

Chepstow Air Quality Plan

Following stakeholder meetings in 2009 an Air Quality Management Action Plan for the A48 at Chepstow is being recommended for submission to the Welsh Government - click here.  Most of the actions are further investigations.

An Alternative to Incineration

In a letter to the Western Mail (25 July) Rob Morris of Monmouth expresses his concerns about Prosiect Gwyrdd's commitment to the incineration of residual waste and the potential number of plants in South Wales, leading to the importing of waste from elsewhere.  He advocates 'plasma arc' technology as an alternative - google the term for more information.  GreenWeb committee member Rod Walters contributed a letter of greater length on 28 June.

TV Presenter's Rural Skills Project

Monmouthshire County Council cabinet members will meet on 28 July 2011 to discuss a plan by top television presenter, Kate Humble, and her husband to turn a local farm into a UK centre of excellence for rural skills.  The scheme involves an innovative joint venture under which the authority, which currently owns the land, would retain a 30% interest in the holding as an investment.  Officers are recommending approval for the couple's proposal to acquire Meend Farm near Penallt to create a high-profile centre offering courses in sustainable farming skills, rural crafts and wildlife conservation. It would also become a flagship for renewable energy. The new centre would occupy a relatively small portion of the 118-acre Meend farm, which would continue to run as a working farm.  The plan was approved notwithstanding some concerns about the lack of consultation and potential tourist impact - the farm is between Penallt and Mitchel Troy Common.

Welsh Government Law Proposals

Among the Bills proposed for the next five years by First Minister Carwyn Jones yesterday are a Sustainable Development Bill to ensure that public bodies make SD the 'central organising principle' of all their actions, an Environment Bill that will strengthen environmental/ecological protection while easing the regulatory burden and improve the provision of land for allotments, a Heritage Bill tackling owners who neglect heritage assets, and a Highways and Transport Bill putting a duty on councils to provide and maintain cycle paths in key areas.

Rural Transport Poverty

People living in rural parts of Wales face up to 20 per cent higher living costs than in urban areas, the biggest part of which goes on transport, says a recent report by Sustrans Cymru, the Campaign for the Protection of Rural Wales and the Campaign for National Parks.  The report, Making sustainable transport easier for rural communities, says that impractical public transport services mean car dependency is more pronounced in rural areas and many households feel they have no choice but to use a car for getting to work, school, shops and other services.

An Example to Follow

Llangattock Green Valleys in the Brecon Beacons has been named as Britain's greenest energy community after winning the British Gas Green Streets challenge.  The team in Llangattock have won £100,000 to spend on a local environmental project of their choice after they impressed judges with their ambition to become a carbon negative community.  Over the last 18 months a number of measures were installed in homes and community buildings helping the people of Llangattock slash their energy use and CO2 emissions.  The local school installed solar panels and 100 radiator panels, the village hall installed an air source heat pump and 43 local homes installed 655 energy efficiency and generation measures including insulation, solar panels, a biomass boiler, multi-fuel stoves and new efficient boilers.  As a result the community expects to save £62,000 over the next five years and nearly 200 tonnes of CO2.

Pathfinder 

Pathfinder is a new programme to support community action on climate change. Pathfinder is a two year programme, funded by the Welsh Assembly Government and managed by the environmental charity Severn Wye Energy Agency (SWEA). Six Pathfinder Officers are now in post, each covering different areas of Wales including Monmouthshire. They  will support and encourage community groups/organisations to take action on climate change, identify ongoing and potential climate action and sustainable development work carried out by communities, and gather evidence of what works when communities lead on climate action. This will be focussed on lowering community carbon footprints by changing behaviour around transport, energy, water saving and food.

Bridges Community Centre, Monmouth, has been selected as a Pathfinder pilot project.

PlanLoCaL

PlanLoCaL is a programme of work from the Centre for Sustainable Energy (CSE), which is designed to give communities the confidence, knowledge and ambition to achieve a low-carbon future for their area. It provides support on positively influencing strategic planning, as well as driving forward low-carbon initiatives in their area. The name PlanLoCaL derives from 'Planning for Low-Carbon Living'.  The website http://www.planlocal.org.uk/ acts both as a resource bank and a tool to help empower communities. It acts as a way of bringing together a lot of information and resources which will support motivated, but not necessarily knowledgeable communities, groups and individuals to get a renewable energy project off the ground in their community.

Welsh Government Policy

John Griffiths, Wales's new Minister for Environment and Sustainable Development, has recently stated that, following the launch of 'A Living Wales' last year, its new ecosystem approach will bring:

  • A focus on the value of the environment as a whole, delivering positive environmental, social and economic outcomes
  • Opportunities for wider public involvement.
  • A positive approach for landowners, farmers, fisheries, forestry, developers and regulated industries to reflect the common goal of sustainable development, delivering positive environmental change, not just conserving what we have
  • Changes in the way we deliver policy, make decisions and regulate the environment, to ensure our communities and neighbourhoods have the highest possible standards of health and wellbeing
  • Ensuring the public bodies, charged with protecting and enhancing the environment are equipped to deliver the new approach.

The Department and its agencies will be developing a series of pilot projects after the summer to test the new approach locally. This will look at different environments from the urban to the deep rural and the coastal and how these might be used more sustainably over time.  It also wants to look at some of our most pressured urban environments to ensure that we deliver a better quality of life for people who live there, looking at all aspects of the local environment.

Doubts About Rail Improvements

The Western Mail has reported a dispute between the SE Wales Transport Alliance of county councils and Network Rail over the Alliance's plans for station improvements and better services east of Cardiff to help relieve M4 congestion.  Network Rail believes the main lines lack the capacity and doubts the demand for new stations.

Morrisons at Abergavenny

MCC's Planning Committee has conditionally approved the controversial application for a supermarket and library at the livestock market site at Abergavenny.  Despite local concern about the design of the scheme, voting focused on whether approval should be given to the coffee shop within the store.

GAVO Award Winners

Congratulations to Haydn Cullen-Jones, Chair of Transition Monmouth, who won the 2011 GreenWeb-sponsored GAVO individual environmental Volunteer Achievement Award, especially for his work with Bridges Youth Committee and schools on energy-saving.  As a result Drybridge House is likely soon to have photo-voltaic cells.  Runner up was Arnold Bowen for his work on the gardens of Little Mill Village Hall.  The group award went to Monmouthshire Meadows for their work on over 500 acres of members' precious flower-rich grasslands, with the runner up award going to the Friends of the Old Station Tintern.  Other award winners included adventa's Walking Festival volunteers.

Wales is falling behind England in the energy efficiency ratings of its new homes, and England's performance increase was more than double that of Wales.  It seems that Wales's much-vaunted planning requirements are not yet being reflected in the figures.  Another report suggests that nearly 10% of Wales's smaller firms are missing out on the 13% business growth over three years experienced by the other 90% and attributable to sustainability actions.

Sources for Environmental Statistics

The Department for Energy, Food and Rural Affairs (Defra) has produced a new statistics webpage which puts all the environmental facts and stats in one place. Statistics released include air quality, bio diversity, waste and recycling and sustainable development indicators. To view the statistics, please visit the Defra website.

The Wales Local Area Summary Statistics were published for the first time in May 2010. They bring together a range of existing data, including statistics on health, the economy, education, environment and other areas of interest. 2010 Renewables Target Missed

The UK failed to reach its 10% renewable electricity target for 2010, producing only 6.5% of electricity from renewable sources, in spite of a subsidy to renewable generators amounting to approximately £5 billion in the period 2002 to 2010, and £1.1 billion in 2010.  The failure to meet the 2010 target confirms doubts as to the UK’s ability to reach the 2020 EU Renewable Energy Directive target for 15% of Final Energy Consumption, a level requiring at least 30% of UK electricity to be generated from renewable sources.

New Energy Saving Rating Labels to be Introduced

New energy saving rating labels will be introduced from June to help consumers identify the most energy efficient TVs, washing machines, dishwashers and fridge freezers. The European Energy Label includes a rainbow of coloured bars and an indicator showing how well that product performs. The labels currently run from A-G. A is the best and displayed as dark green, while G is the worst, depicted as red. The new labels will see the introduction of A+ and A++ so that products that have gone the extra energy saving mile gain more credit. Jane Davidson to Lead New Institute for Sustainable Practice, Innovation and Resource Efficiency

The University of Wales Trinity Saint David has announced that its new institute for sustainability - INSPIRE (Institute for Sustainable Practice, Innovation and Resource Efficiency) – will be led by Jane Davidson (previous Minister for Environment and Sustainability in the Welsh Government) in partnership with Peter Davies (Commissioner for Sustainable Futures in Wales) who is already a Professor of Professional Practice at the University, and Andy Middleton (Managing Director TYF).  INSPIRE will support embedding sustainability within the University’s curriculum at all levels as well as engaging with the widest number of organisations to develop sustainable practice across all sectors in Wales and further afield.

Changing climate, changing infrastructure

Roads, railways, energy and water supply networks and other infrastructure all need to be able to cope with the effects of a changing climate. The first batch in a series of reports produced by organisations which maintain national infrastructure and published by Defra have set out potential risks and solutions. Fairness in a Car-Dependent Society

The late, lamented Sustainable Development Commission for the UK has published a new report on the inequalities of our car dependent society.  Although the findings are unsurprising, there is a chapter on rural communities, where car dependence is very high due to the lack of any workable alternative and up to 100% of households' 'additional income' is spent on keeping the car on the road and fuelling it.  The alternatives, such as walking or cycling are considered dangerous on rural roads.  Young people without access to a car are particularly disadvantaged in terms of employment, social life and education.  Download the full report here http://www.sd-commission.org.uk/data/files/publications/fairness_car_dependant.pdf

FreeTree provides individuals, community groups and schools or other educational establishments with free trees, either broadleaf deciduous or fruit/nut trees to plant in their gardens, community space or woodland. Concern for Wye Valley Cycle Paths

See wyevalleycycling.org.uk.  Supporters of cycle path proposals for the Wye Valley had some good and some bad news this week.  A High Court Challenge to the Forest of Dean District Council's decision to approve the planning application for part of the route, brought by those opposed to the plans has been thrown out.  However, because the Monmouthshire planning application DC/2010/00783 has yet to be reported to the county planning committee, nearly eight months after submission the funds have had to be re-allocated to other projects.  Sustrans remain fully committed to the project though, and will aim to find funds to complete the project from elsewhere.

Solar Panel Subsidies Slashed

Just as a solar farm has been approved in SW Wales, the UK Government has controversially announced that, subject to consultation, Feed in Tariff payments to owners of large (over 50kw) installations on the ground or large commercial buildings will be cut by up to 70% from August.  Commercial solar farms are expected to provide up to 1,000MW of capacity by 2014, if they proceed, where they were predicted to generate only 40MW.  The Government says the new payments will be on a par with offshore windpower and the savings will support more small scale domestic schemes, though it seems likely that overall renewable energy generation will be much less.  Anaerobic digestion schemes will receive a slightly improved payment.

The Commission for Architecture and the Built Environment have just published ‘Community Green: Using local spaces to tackle inequality and improve health.’ The document examines the impact of the quality of local green spaces on the health and wellbeing of people in six deprived and ethnically diverse areas. Sustainable Transport Initiative to Change the Way We Travel

The Welsh Assembly Government has awarded a contract to a group of consultancies who include Sustrans to take forward Personalised Travel Planning. Personalised Travel Planning (PTP) seeks to challenge habitual use of the car, enabling more journeys to be made on foot, bike, bus, train or in shared cars. This is achieved through the provision of information, incentives, and motivation directly to individuals to help them voluntarily make more informed travel choices. Click here to read more.

Transferring Heritage Assets to Community Groups

New guidance has been published to support local authorities and public sector bodies to work more closely with local groups to transfer historic buildings, monuments or landscape into community control. Help for Community Woodlands

Brecon Beacons National Park Authority has awarded nearly £5,000 from its Conservation and Community grant fund to The Green Valleys CiC to develop its Sustainable Community Woodland Group projects, bringing unmanaged woodlands under community management, with biodiversity, wood production and social, health and skill benefits.  Groups in Abergavenny and Llanfihangel Crucorney are already benefiting and others interested should contact Gareth.Ellis@thegreenvalleys.org.

New Hydropower Guide

“Hydropower: A guide for you and your community” is a new guide produced by the Environment Agency. It discusses the issues associated with developing a hydropower scheme and explains how the Energy Saving Trust and the Environment Agency can help you to develop sustainable hydropower for your home and your community.  The electronic community guide is now available to read on the Environment Agency’s website and can also be found in the Green Communities Project Support Tool.

WAG Challenged by Assembly Committee

Carbon reduction needs to be given greater priority in Welsh Government policy if we are to protect Wales and the planet for future generations, according to a new report from the National Assembly for Wales’s Sustainability Committee.  In some cases the Committee found policies and priorities working against each other through a lack of joined-up thinking. Evidence also showed the Welsh Government’s planning policies led to confusion and conflict for local authorities when considering the carbon reduction aspects of applications.  Read the Carbon Reduction report

WAG Climate Change Strategy

The Welsh Assembly Government has set out exactly how it will manage its fight against climate change and achieve its ambition of a 3% year on year reduction in greenhouse gas emissions.  The Climate Change Strategy launched this week commits the Welsh Assembly Government to achieving at least a 40% reduction in greenhouse gas emissions in Wales by 2020 against a 1990 baseline.  It is accompanied by two detailed delivery strategies.

Updated Planning Policy on Climate Change

WAG has issued a new version of Planning Policy Wales that provides the strategic policy framework for local planning authorities to use when preparing development plans and determining applications for planning permission.  It includes all updates since 2002 and pays particular attention to the need to tackle climate change.

National Transport Plan

Wales' first five-year transport plan has been published.  It retains the earlier proposal to drop the M4 relief road south of Newport but rejects the view of the Sustainable Transport Alliance that there is still too much emphasis on roads, which they claim consume about half of the Assembly Government's transport budget.

WAG Energy Policy

Environment Minister Jane Davidson has launched WAG's new energy policy statement 'A Low Carbon Revolution'.  It claims that Wales could produce nearly twice as much electricity as it needs entirely from renewable sources by 2025 - though this includes nuclear power and marine sources that could include a Severn Barrage.

The Community Development Foundation has published this free guide, Green Up! (download from here).  It provides community groups (at least in England) with everything they need to work productively with their councils on environment and sustainability issues. It is a plain English guide that explains how community groups can get their work supported, but be aware that the jargon and processes can be very different in Wales.

Climate Change Predictions

Free Solar Panels for Charities

Green energy company Freetricity has a £500m fund to install solar panels on the roofs of buildings, and is offering charities access to the first £100m. The company has partnered with investor LightSource Renewables to offer 800 buildings grants of up to £150,000 to install and maintain solar panels. As well as reducing carbon emissions the company claims that solar panels can save organisations up to £6,000 per year. Renewable Heat Premium Payments

The Government has launched the Renewable Heat Premium Payment scheme to help householders across the country with funding towards the cost of installing renewable heating systems. The new £15 million initiative will support up to 25,000 installations.  Approximately 4 million householders in the UK do not have mains gas and have to rely on more expensive, higher carbon forms of heating, such as heating oil and electric fires. The scheme will mainly focus on these households. Benefit from Ethical Energy

Local United has teamed up with a number of leading ethical energy suppliers (Good Energy, Cooperative Energy, Green Energy UK and Ecotricity) to offer community groups the chance to benefit financially from their members switching to one of these suppliers. This scheme allows every community to benefit from the link to these energy suppliers and to generate somewhere around £500 to £2,000 each year for their own aims without each community needing to negotiate an individual deal for themselves. Wetland Grants

The Chartered Institution of Water and Environmental Management (CIWEM) Living Wetlands programme provides awards to a range of multi-functional projects across the UK that contribute to the UK Biodiversity Action Plan (BAP), demonstrate sustainability of wetland habitats and ensure the safety of BAP priority species and habitats. An award of £1,500 is available to projects that demonstrate the sustainable use of wetland habitats. To be eligible for the award, project must: be based in the UK; be either a work in progress or complete; contribute to the delivery of priority UK Biodiversity Action Plan (BAP) species and habitat targets for wetlands; demonstrate sustainability and delivery of multiple benefits eg flood alleviation, wastewater treatment, recreation, eco-tourism, water resource security; ensure no priority BAP species or habitats are harmed by the project. The closing date for applications is 20 January 2012.

New Grants for Heritage Projects

Rural communities in Monmouthshire are being encouraged to benefit from an exciting new project being delivered by the Village Alive Trust, in partnership with Monmouthshire County Council and adventa.  Funded by the Welsh Government’s, Rural Development Plan for Wales, the project aims to preserve and enhance historic buildings in targeted conservation areas as well as promoting  smaller projects that bring Monmouthshire’s rich agricultural and industrial heritage to life.  There are two grant schemes available and expressions of interest are now invited. The ‘Bring Your Village Alive’ grant scheme will provide grants of up to £40,000 to improve and renovate buildings and sites of historic significance in selected Conservation Areas - contact clairedovey-evans@monmouthshire.gov.uk (01633 644935 / 748311).  The ‘Sense of Roots’ grant scheme provides capital grants up to £8,000 for rural heritage projects  - contact bethangibbens@monmouthshire.gov.uk (01633 644840).

MCC Help for RE at Community Buildings

Sustainable Steps

The Big Lottery Fund is offering up to £620,000 for a single project that will help to develop the capacity and capability of communities across Wales to take action on climate change.  The successful project is likely to be a partnership that will engage with communities that have previously taken little or no action to address the causes and consequences of climate change.  It will support these communities by providing a wide range of initial advice, training and mentoring support.  Closing date for applications: 4 November 2011.  More information at http://www.biglotteryfund.org.uk/prog_sustainable_steps.htm?regioncode=-uk.

Village SOS

Villages in Monmouthshire have one month left to apply for a share of a five million pounds fund of lottery cash allocated to Wales to create exciting community enterprises to revitalise their area and meet the needs of local people.  Projects have until 5pm on Thursday, 20 October 2011 to claim up to £30,000 from the Big Lottery Fund’s Village SOS Active competition, which follows hot on the heels of the primetime BBC One series, Village SOS.  Anyone living in a rural village of less than 3,000 people, with an enterprising idea should register at www.villagesos.org.uk where they will find more details as well as an online support network.  All they need do is outline their idea in a quick and easy online form and the best entries will be chosen to complete a full application for a grant of between £10,000 and £30,000.  Extra support for those interested in applying is available via a telephone advice line - 0845 434 9123.

CCW Grants

Renewable Heat Premium Payment

The Government has launched the Renewable Heat Premium Payment scheme to help householders across the country with funding towards the cost of installing renewable heating systems. The new £15 million initiative will support up to 25,000 installations. The following technologies will be available through the scheme:  Ground Source Heat Pump - £1,250 grant (for homes without mains gas heating); biomass boiler - £950 grant (for homes without mains gas heating); air source heat pump - £850 grant (for homes without mains gas heating); solar thermal hot water panels - £300 grant (available to all households regardless of the type of heating system used). 

Householders will need to ensure they have basic energy efficiency measures in place before applying. Management of the scheme will be undertaken by the Energy Saving Trust and have an information line and website to provide people with more information. Help for Villages

The county's village halls can benefit from a new Rural Development project, 'Vital Villages', run by Severn Wye Energy Agency Ltd for the County Council. In brief, Vital Villages offers a Community Energy Advice Service ( a site visit of the hall and an energy report) along with the following grants:
The Renewable Energy Community Investment Fund - up to £50,000 towards renewable energy installation projects, available to groups that are constituted as a Social Enterprise (up to 60% of the total costs) (not compatible with FITs);
The Sustainable Energy Investment Programme -- up to £2,500 to improve the energy efficiency of community buildings including measures such as insulation and heating controls (up to 80% of the total costs)

The project also includes The Community Environmental Improvement Scheme - up to £2,500 to develop small scale community gardens and growing food for community use, including community orchards and school gardens. (up to 80% of the total costs)

Sustainable Energy

Entries are being invited to the 2012 Ashden Awards for Sustainable Energy. The Awards take the form of a national competition open to voluntary organisations, schools, local authorities and businesses throughout the UK to identify practical and innovative schemes that demonstrate sustainable energy in action at local level. The Awards operate retrospectively: that is they reward projects that have already been put into action. They bring sizeable cash prizes, a big PR opportunity, and the chance to network nationally and internationally with projects sharing similar aims. The Awards are offered by the Ashden Trust, one of the Sainsbury Family Charitable Trusts. There are international and UK Awards.  Full entry details for the UK awards are available from here. Environment Wales Biodiversity Grants

Environment Wales has just opened a new round of biodiversity grants to support the work of the Wales Biodiversity Partnership Ecosystems and Species Groups and for work on invasive, non-native species.  This is a specialised nature conservation grant scheme, and prospective applicants are strongly advised to contact an Environment Wales Development Officer, who can provide assistance.  Grants of up to £15,000 are available.  Projects that involve volunteers will be more highly favoured.  Surveys and monitoring schemes must meet Biodiversity Action Plan targets.  Guidance notes are available here, and the Application form is available here.

The Supporting Sustainable Living grants scheme, which was launched recently is a newly commissioned grant scheme funded by the Welsh Assembly Government. This innovative new scheme will be delivered by Environment Wales, in collaboration with the initiatives’ new core partner Cynnal Cymru – Sustain Wales.

The scheme will support projects that will help reduce Wales’ greenhouse gas emissions – or build resilience to the impacts of climate change - through tackling specific behaviours or lifestyle choices. Through these pioneering projects, it is envisaged that citizens of Wales will be empowered to undertake changes to enable a more sustainable lifestyle.

The value of the scheme is £250,000 and will be made available to all sectors within Wales. It is expected that the majority of grant applications will range between £5,000 and £15,000. However in exceptional circumstances this figure can rise to up to £35,000.

EDF Energy Green Fund applications invited

EDF Energy has announced that the next closing date for applications to their Green Fund is the 31 August 2011. Through the Green Fund, grants of up to £30,000 are available to help cover 50 per cent of the cost of renewable energy technology that can be used to produce green energy from the sun, wind, water, wood and other renewable sources. The Prince's Countryside Fund

The Prince's Countryside Fund for 2011 is open to applications.  This Fund has been set up to help rural areas in the United Kingdom to become more sustainable.  The focus areas for the Fund are:

  • projects to improve the sustainability of British farming in areas of deprivation;
  • projects to improve the sustainability of rural communities; and
  • projects to reconnect people with the countryside.

The total amount of funding available in this round of funding will be up to £250,000. The maximum level of funding for individual projects will be £50,000. The Fund can pay for a portion or the entirety of the costs of a project and applications for capital, project and resource funding will be considered.  Applications will be accepted from organisations that can demonstrate the support of the community which will benefit from the project and show evidence of consulting the community.

Energy Grants for Community Groups

Through the new Energyshare Fund, grants of up to £100,000 are available to give registered community groups in Britain the opportunity to save energy and get involved in sourcing, using and generating their own renewable energy.  Projects must be supported by the local community, create a tangible and lasting impact and be able to inspire more community renewable projects.  Applicants need to register online - http://www.energyshare.com/fund/about-applying/ - and generate as much support as possible on their group’s page because communities with the most support are more likely to be invited through to the next stage of the application process.

Monmouthshire Building Society

The Monmouthshire Building Society has a Charitable Foundation that will support environmental (and other) projects via grants http://www.monbs.com/charitable-foundation0292/.  Applications are only accepted by groups or charities in South East Wales, inlcuding the NP postcode area.  Preference is given to small grants of under £1000, although one grant of up to £5000 is given each year.  The funding panel meets four times a year.  The application form and guidelines can be found on the link above.

Community Voice

In a press announcement on 3 February the Big Lottery announced a new Welsh Community Programme called the ‘Community  Voice’.  Few details as yet and not officially open but it is only open to County Voluntary Councils like GAVO to help them work with local organisations to establish community led projects addressing local needs.  Therefore GAVO's Glenda Genner is looking for other ideas than her own for projects and local needs.  Ring her on 01291 671900 to discuss any ideas.  Read more.

Launch of the Glastir Woodland Creation Grant Scheme

The new Glastir Woodland Creation Scheme aims to help to fulfil the commitment to create more native and mixed woodland as set out in WAG's Woodlands for Wales. It is a bespoke element of Glastir, Wales's new sustainable land management scheme and offers grants to landowners, especially farmers, to create new woodlands on their land.

There will be three types of grant available to all landowners in Wales - woodland establishment grants, fencing grants and woodland creation premium grants. The maximum amount available will be £10,000 per hectare over the 15 years of payments. Grants for fencing of £3.15 per metre are provided where required. The grants can support the costs of creating new woodlands as well as 'income foregone payments' for taking land out of agriculture. Any landowner in Wales may apply, regardless of whether they are a farmer or not. Applications may be submitted at any time. www.forestry.gov.uk/forestry/infd-6j2gxd.

Community Facilities & Activities Programme

The Community Facilities and Activities Programme (CFAP) is a popular and highly competitive capital only grant scheme. CFAP is open to community and voluntary organisations and provides funding for the provision of facilities within communities, and for activities which engage local people and help promote the regeneration of communities. There are two bidding rounds a year in April and October. The 2011 bidding rounds have been announced and close on 15 April and 14 October. CFAP is intended as a fund for organisations to draw upon to fill remaining gaps in finances after all other sources of support have been explored. The maximum grant award is for £300,000 and funding cannot be awarded over more than three financial years.

GWIRVOL Grants for Young People's Projects

Grant for Enjoying Wales's Waters

Splash - the Water Recreation Challenge Fund for Wales is offering up to 100% grants to projects (large and small) which help people to enjoy the waters of Wales. Minimum grant is £5,000. The emphasis will be on supporting new capital and other works improving bank-side facilities, signage, off road parking, etc. This can also include facilities designed to meet the needs of disabled people. All projects should help promote sustainable and responsible access.

Millennium Stadium Grants

The Millennium Stadium Charitable Trust has opened its next round of grant giving, targeting local community groups, villages and towns in Wales.  Any constituted community group can apply for funding of up to £2,500 to support programmes that improve the lives of people living and working in Wales.  Project activities must fall into at least one of the categories of Sport, the Arts, the Environment or the Community. BIG Lottery Community Wildlife Programme

Community Wildlife will fund projects that bring local people together to discover, enjoy or protect the wildlife in their local area. BIG have teamed up with the BBC Wildlife Fund’s Go Wild campaign to bring you the Community Wildlife programme. This new programme will fund projects that bring local people together to discover, enjoy or protect the wildlife in their local area. Young Roots Heritage Grants

The Heritage Lottery Fund (HLF) dedicates £3 million per year to its Young Roots grants programme, which gives grants ranging from £3,000 to £25,000 to fund projects that engage young people aged 13-25 with heritage. HLF research into the programme shows that young people enjoy shaping their projects and learning about heritage. They value the skills and confidence that taking part in a Young Roots project can bring. Youth workers tell us that the programme has opened up heritage as an exciting new area of work for them. And heritage organisations value the opportunity to work with young people in a supported way.  They are actively looking for potential projects to be supported through Young Roots in Wales. There are no deadlines for applications and decisions are reached within 10 weeks. The HLF team is available to provide advice and help before applications are submitted. Future Jobs Fund

Funding is still available for third sector organisations to create jobs for 18-24 years olds through the Department for Work and Pensions’ Future Jobs Fund.  WCVA made a successful bid last year for funding for the sector in Wales - and money is available for organisations to support young people affected by the economic downturn.  Since the launch of the Future Jobs Fund, almost 10,000 new jobs for young people have been announced across Wales, in a range of areas including environmental work, health and social care, and youth and community work.  The Fund can provide up to £6,500 per new job created.  Any third sector organisation interested should contact the WCVA Helpdesk for more information on 0800 2888 329 or help@wcva.org.uk.

John Lewis Secondments

An additional 10 charities, 32 in total, will be able to take John Lewis staff on free secondments after the retailer decided to increase the number of placements it will offer this year. Community RE Projects

 

The Naturesave Trust has announced that it will now provide start up 'seed corn' grants for community renewable energy projects. The Trust is keen to help communities, in particular, that do not have the initial start-up capital to undertake all the preliminary work to get to the planning stage, and most importantly, for the community to retain as much control as possible over the operating income once the project has been successful. Grants are available whatever type of renewable power generation the community is considering. Applications can be made at any time.

Let's Walk

Let’s Walk Cymru’ is a new initiative developed in partnership with the Sports Council for Wales, the Welsh Assembly Government and Countryside Council for Wales - tasked with increasing the number of people participating in walking as a regular activity. The programme seeks to explore innovative ways of promoting walking to improve health and wellbeing. Loan Finance

Triodos Bank has launched a climate change bond, which will be used exclusively to finance organisations that actively work against the causes of climate change.  The bond, which will have a minimum deposit of £500, is being offered over an interest period of two, three or five years.

Help for Helping SMEs Recycle

WRAP's Wales SME Recycling Support Grant Scheme is a new initiative designed to significantly increase recycling rates in Wales by providing financial support to organisations which are able to offer specialist recycling services for Welsh SMEs. Grants can support up to 30% of capital expenditure (and initial promotional costs) of a project, with funding available up to £50,000.  Further information here.

The Volvo Adventure

The Volvo Adventure - in partnership with the United Nations Environment Programme - is an educational programme that rewards environmental activities and the decision-makers of the future. Two competitions are being run for young people aged 10-12 and 13-16 (as of 1 July 2009), working in small groups on environmental projects. The best projects are selected for an all expenses paid trip to Göteborg, Sweden where they can win cash prizes to support their projects. More information here.

The Jason Kanabus Fund

Start up in the farming industry with The Jason Kanabus Fund at The Prince’s Trust. The Fund supports young people to get established in farming. This includes: growing of crops or fruit; rearing of livestock; maintenance of farmland; activities associated with or supporting farming. Developed and promoted in association with the National Farmers Union and National Federation of Young Farmer’s Clubs.  There are cash awards of up to £2,500 for tools or equipment, work placement costs etc. or the Business Programme offers advice, small grants or low interest loans. Polden Puckham Charitable Foundation

The Foundation aims to support projects that seek to influence values and attitudes, promote equity and social justice, and develop radical alternatives to current economic and social structures. G D Charitable Trust

The Trust has chosen to prioritise its grant making in the following charitable areas: the relief of animal suffering; the preservation of the environment; the promotion of equal opportunities for disabled people; and the relief of the homeless. New Community Asset Transfer Fund

The Big Lottery Fund and the Welsh Assembly Government have opened new funding programme, providing capital and revenue grants to support the transfer of assets from public sector organisations to community ownership.  Through Community Asset Transfer Fund (CAT), up to £13 million will be invested in communities, helping them transfer, develop, manage, and sustain assets, such as land or buildings, thereby improving neighbourhoods and people’s livelihoods.  The primary aim of the programme is to help communities become stronger and more sustainable.  Grants will be awarded up to the value of £800,000, including a combination of both capital and revenue costs.  Revenue grants range from £50,000 to £300,000 and capital grants range from £250,000 to £500,000.  Assets transferred from public sector bodies will be passed to enterprising organisations that actively involve and benefit the communities they serve, for example, those working towards improving the services and/or facilities.  Applications must be from cross-sector partnerships Including at least one third sector organisation and one public sector organisation.  The CAT programme will be delivered via three competitive funding rounds: Round 1 will comprise a Fast-track round,  to enable early investment in projects that are fully developed and ready to start work immediately.  It is anticipated that rounds 2 and 3 will be launched during 2010.

The Brecon Beacons Trust

A new £2.4 million Awards for All programme has been launched by the Big Lottery Fund in Wales. Cadw: Rural Regeneration Grant

Cadw can offer a grant towards repairing a building in the countryside in order to make it suitable for a previous use or convert it for a new use. The building must be: listed; 'at risk'; in the countryside or a village of 500 inhabitants or less. The grant is available to trusts, charities, public bodies, individuals, or businesses. Small Changes, Big Differences

Guardian Unlimited, the online version of the newspaper, has launched Small Changes, Big Differences, a bursary scheme to encourage local groups to use small amounts of money to make significant changes to their local environment. £10,000 is available overall, and bursaries can range from £50 to £5,000. The bursaries do not have to be used for charitable purposes. Application is really easy, you simply have to provide your contact details and write up to 400 words about what you would do with the money you need. Ideas do not have to be especially inspiring; the judges are simply looking for ‘small but thoughtful improvements that will make a big difference to you and your community’. Examples cited include: buying devices to place in a community centre’s toilets to save water; putting up hanging baskets; buying solar panels for a school.

O2 Community Awards

O2 have committed £1m towards a nationwide community improvement programme. The programme has four categories: improving the place communities’ share; helping bring people together; tackling issues and restoring pride and improving the natural environments of communities. The Big Lottery's People and Places fund aims to bring people together to make their communities stronger and to improve their rural and urban environments. This programme will support people working together to make their communities better places to live. It will support local and regional projects and projects that work throughout Wales. People and Places can fund projects that achieve one or more of the following programme outcomes: revitalised communities; improved community relations; enhanced local environments and community amenities. This programme is open to the community, voluntary and public sector. The Steel Charitable Trust

The Steel Charitable Trust is a grant-making trust supporting general charitable purposes. It is the policy of the trustees to make grants to a wide range of charitable bodies. Grants are made to registered charities in the UK within the funding priority areas: health & medical research; social services; environment and culture. Grants are made at the end of January, April, July and October and the total level of grants is £900,000 per annum.
